The Ministry of Agriculture, Waterways and Sugar Industry (MoAW&SI) is partnering with the Ministry of Environment and Climate Change on a Multiphase Adaptive Programme co-financed by the International Fund for Agriculture Development (IFAD). The programme supports sustainable growth and resilience of Fiji's rural economy through ecosystem management and profitable economic initiatives. It targets Vanua Levu, Fiji's second-largest island, focusing on six districts in Cakaudrove Province and engaging 3,500 households in biodiversity conservation, land restoration, and agri-value chains.

About the role

This role is based in Savusavu, Vanua Levu, and reports directly to the Project Director. The Technical Manager will lead and coordinate the technical aspects of IFAD-financed components, ensuring alignment with national policies, the financing agreement, and overall project objectives. Key focus areas include developing Component 4 (policy development, institutional strengthening, and knowledge management) and Component 0 (rapid disaster response fund reallocation). The position supervises the Gender Equality and Social Inclusion Officer and the Monitoring and Evaluation Officer, and works closely with MoAW&SI technical divisions, other ministries, provincial stakeholders, local communities, and development partners. The contract term is 6 years with an annual performance review, following a 6-month probationary period.

Key responsibilities

• Provide technical leadership for IFAD-financed components in line with national policies and the financing agreement
• Coordinate with Lead Implementation Partners and PMU technical specialists to ensure sub-component activities are delivered on time and within scope
• Lead preparation of Annual Work Plans and Budgets (AWPBs) for IFAD interventions
• Supervise day-to-day operations of IFAD-financed activities, including service delivery, technical training, and grant management
• Prepare and monitor the Component 4 Annual Plan covering policy development, institutional strengthening, and knowledge management
• Prepare the Rapid Disaster Response Implementation Manual and supervise reallocation of uncommitted project funds under Component 0
• Lead operational engagement with provincial stakeholders, government agencies, private sector actors, and community stakeholders
• Manage the M&E/KM system setup and contribute to progress, thematic, and financial reporting for IFAD-financed components

About the successful candidate

• Higher degree in Agricultural Economics, Rural Economics, Economics, Business Administration, Public Administration, or a related discipline relevant to BE-GREEN
• Sound knowledge of rural economic development, natural resource management, and agricultural systems in Pacific Island Countries
• At least 5 years' experience implementing projects in agriculture value-chain development and working with agri-business
• Fluency in English, written and spoken
• Excellent organizational, analytical, and communication skills with the ability to work in multidisciplinary teams
• Proficiency in project planning, reporting, and financial management
• Strong computer literacy
• Awareness of and sensitivity to gender, youth, marginalized groups, discrimination, and poverty targeting issues
