About the company

The Ministry of Agriculture, Waterways and Sugar Industry (MoAW&SI) is a Fijian government ministry responsible for agricultural development, waterways and the sugar industry. It is partnering with the Ministry of Environment and Climate Change (MoECC) and is co-financed by the International Fund for Agriculture Development (IFAD) on the Multiphase Adaptive Programme (MAP), which supports the sustainable growth and resilience of Fiji's rural economy through ecosystem management and profitable economic initiatives.

About the role

This is a Project Director role based in Savusavu, Vanua Levu, leading the Project Management Unit (PMU) for the MAP/BE-GREEN programme, which targets six districts in Cakaudrove Province and engages 3,500 households in biodiversity conservation, land restoration, agri-value chains and training. The role reports under the direct leadership of the Permanent Secretary for Agriculture, Waterways and Sugar Industry, and works closely under the guidance of the Chief Agriculture Economist. The Project Director is responsible for coordinating and managing the project, delivering expected outcomes, and ensuring the PMU works in close collaboration with MoAW&SI and MoECC. The position is offered on a 6-year contract term with annual performance review and a 6-month probationary term. The PD supervises a team including a Technical Manager, Grant Manager, Rural and Finance Agribusiness Specialist, Financial Management and Administrative Manager, Monitoring and Evaluation Officer, and Knowledge and Management Officer, and works with provincial stakeholders in Cakaudrove, Bua and Macuata, local communities, NGOs and development partners.

Key responsibilities

  • Lead development of project strategy and methodology, ensuring implementation partners follow a coherent approach in line with the Project Design Report
  • Ensure inclusive, gender-responsive approaches across all project activities in line with the GESI Strategy and Action Plan
  • Steer and supervise implementation of project activities in accordance with the financing agreement and steering committee decisions
  • Lead planning of project activities and preparation of consolidated Annual Work Plans and Budgets (AWPBs)
  • Oversee establishment and effective operation of the Monitoring & Evaluation / Knowledge Management (M&E/KM) system
  • Manage PMU administrative functions including procurement, contract administration, and staff supervision
  • Ensure transparent and efficient financial management of project funds in compliance with IFAD and GEF conditions
  • Liaise with IFAD and GEF on implementation issues and facilitate regular supervision missions

About the successful candidate

  • Master's Degree in Agricultural Economics, Rural Economics, Economics, Business Administration, Public Administration or a related discipline relevant to BE-GREEN
  • Strong knowledge of contemporary issues in the rural economy of Pacific Island Countries and natural resource management
  • 10 to 15 years at a senior supervisory level in a relevant public institution, private sector, or international organisation
  • Proven experience managing similar donor-financed projects
  • Fluency in English, both written and spoken
  • Creative and pragmatic approach to problem solving, with appreciation of public and private sector roles in agriculture and rural development
  • Excellent organizational, analytical, and communication skills, able to work collaboratively with diverse stakeholders and multidisciplinary teams
  • Proficiency in project planning, reporting, and financial management, plus strong computer literacy

Salary
Band J Step 1 to 7 – $56,718.27 to $92,612.84 per annum (according to Fijian Civil Service Band Salary Structure; performance interview process determines salary step offer)
