About the company

The Ministry of Agriculture, Waterways and Sugar Industry (MoAW&SI) is partnering with the Ministry of Environment and Climate Change (MoECC) on the BE-GREEN programme, co-financed by the International Fund for Agriculture Development (IFAD). This Multiphase Adaptive Programme supports sustainable growth and resilience of Fiji's rural economy through ecosystem management and profitable economic initiatives. The project targets Vanua Levu, focusing on six districts in Cakaudrove Province and engaging 3,500 households in biodiversity conservation, land restoration, and agri-value chains.

About the role

Based in Savusavu, Vanua Levu, this is a full-time role on a 6-year contract with annual performance reviews and a 6-month probationary term. The M&E Officer reports directly to the Project Director and is responsible for developing and managing the BE-GREEN monitoring and evaluation system. The role involves close collaboration with the PMU Technical Manager, Knowledge Management Officer, and Lead Implementation Partners. It also requires engagement with MoAWSI technical divisions, MoECC, provincial stakeholders in Cakaudrove, Bua and Macuata, local communities, NGOs, and development partners operating in Vanua Levu.

Key responsibilities

• Lead development of a comprehensive M&E strategy and plans aligned with BE-GREEN objectives
• Establish an inclusive M&E/KM system aligned with MoAW, MoECC and BE-GREEN frameworks
• Guide hiring of the MIS Service provider and development of an inclusive MIS/GIS to track project progress
• Regularly update the BE-GREEN logical framework and design participatory assessment tools, engaging women, youth and iTaukei communities
• Organize capacity building and coaching in M&E for PMU staff, MoAW, MoECC and Lead Implementation Partners
• Guide contracting of service providers for impact assessments and monitor contract implementation
• Lead preparation of semi-annual and annual progress reports consolidating financial and physical progress data
• Facilitate annual review workshops, impact assessment studies, outcome surveys, Mid-Term Review and completion review

About the successful candidate

• A Degree in Project Management, Rural Development, Development, Agriculture Economics or Business Administration
• At least five years of strong understanding of monitoring and evaluation concepts, frameworks and methodologies
• Proficiency in quantitative and qualitative data analysis techniques and tools
• Fluency in English, both written and spoken
• Excellent organizational, analytical and communication skills with ability to work collaboratively with diverse stakeholders
• Proficiency in project planning and reporting, and computer literacy in Microsoft Office and statistical software
• Ability to guide and develop capacities of project and counterpart staff
• Awareness of crosscutting issues of gender, youth, marginalised groups, discrimination and poverty targeting
