About the company

The Ministry of Agriculture, Waterways and Sugar Industry (MoAW&SI) is a Fijian government ministry. It is partnering with the Ministry of Environment and Climate Change, co-financed by the International Fund for Agriculture Development (IFAD), on a Multiphase Adaptive Programme supporting sustainable growth and resilience of Fiji's rural economy through ecosystem management and profitable economic initiatives. The programme targets Vanua Levu, focusing on six districts in Cakaudrove Province and engaging 3,500 households in biodiversity conservation, land restoration, and agri-value chain activities.

About the role

This role is based in the PMU Office in Savusavu/Suva and supports the Procurement Officer in managing project procurement activities in line with government regulations and IFAD procurement procedures. The Procurement Assistant works under the direct leadership of the Financial Management and Administrative Manager and reports to the Project Director. Key responsibilities include reviewing procurement plans, updating data in the IFAD OPEN system, and providing technical assistance on bidding documents and contracts. The role also involves field visits to monitor procurement compliance, maintaining records and stock inventories, and preparing monthly activity reports. It is a full-time position with a contract term of 6 years, subject to annual performance review, and includes a 6-month probationary term.

Key responsibilities

  • Review region-wide Procurement Plans and manage submissions in the IFAD OPEN system, responding to information requests
  • Monitor contract implementation and manage project-wide contracts
  • Provide technical assistance in preparing draft bidding documents, technical specifications, and terms of reference
  • Conduct initial reviews of bidding documents, bid evaluation reports, and draft contracts for IFAD No Objection requests
  • Assist in preparing the Project Procurement Management Plan (PPMP) and consolidate the Annual Procurement Plan (APP)
  • Support Matching Grant proponents with procurement documentation, supplier identification, and due diligence
  • Maintain and update procurement records and stock inventories, ensuring adequate re-order points
  • Conduct field visits to monitor and assess procurement processes, records, and inventories for compliance

About the successful candidate

  • A Degree in Accounting, Finance, Business Administration and Management
  • At least four (4) years' experience in procurement processes and contract management, preferably in foreign-assisted projects with an economic government agency
  • Background in project development and evaluation
  • Fluency in English (written and spoken)
  • Knowledgeable in Public Procurement processes
  • Experience in procurement tools including vendor selection, due diligence, payment terms, vetting, and contract negotiation
  • Experience in preparing AWPB, APP, PPMP, and competitive bidding processes
  • Knowledgeable in Microsoft Office (Word, Excel, PowerPoint)

Band G Step 1 to 7: $32,999.24 - $53,034.50 (Fijian Civil Service Band Salary Structure; salary step determined by performance interview process)
