About the company

The Ministry of Agriculture, Waterways and Sugar Industry (MoAW&SI) is a Fijian government ministry. This role sits within a Multiphase Adaptive Programme (MAP) run in partnership with the Ministry of Environment and Climate Change and co-financed by the International Fund for Agriculture Development (IFAD), supporting sustainable growth and resilience of Fiji's rural economy. The programme targets Vanua Levu, focusing on six districts in Cakaudrove Province and engaging 3,500 households in biodiversity conservation, land restoration, and agri-value chain activities.

About the role

The Financial Management and Administrative Assistant is based in the PMU Office in Savusavu/Suva and reports directly to the Financial Management and Administrative Manager (FAM). The role supports the FAM in managing project accounts in line with government financial regulations and IFAD disbursement procedures. It covers both financial management tasks, such as preparing payment vouchers and monitoring project expenditure, and administrative duties, including filing systems, petty cash management, and travel logistics for project staff. The position works closely with Finance Staff at MoAW&SI, the Ministry of Finance, and the Ministry of Environment & Climate Change. This is a full-time regular position with a 6-year contract term subject to annual performance review and a 6-month probationary period.

Key responsibilities

  • Prepare payment vouchers, withdrawal applications and SOEs for FAM certification and PC approval, including budget allocation and balance details
  • Routinely monitor monthly receipts and payments statements, checking expenditure against AWPB approvals and advising the FAM
  • Maintain financial records and accounts, both paper and electronic, and assist in the annual audit
  • Establish and manage a paper filing system for project office finance documents and a petty cash system
  • Advise project staff on travel arrangements, logistics and financial matters
  • Work with the FAM to establish and update financial management procedures and systems, and provide inputs to the PIM and Finance and Administrative Manual
  • Assist in preparing and consolidating Annual Work Plans and Budgets (AWPBs) and financial progress reports
  • Cooperate with and support supervision, implementation support and evaluation missions as required

About the successful candidate

  • Degree in Accounting, Finance, Business Administration and Management
  • At least three years' experience in a public institution and/or private sector
  • Proven skills in procurement and administrative aspects of projects and programmes
  • Fluency in English, both written and spoken
  • Good interpersonal and communication skills
  • Computer literate, able to work without supervision and as part of a team
  • Awareness of and alertness to crosscutting issues of gender, youth, marginalised groups, discrimination and poverty targeting

Band E Step 1 to 6 - $21,121.70 to $31,431.10 per annum (Fijian Civil Service Band Salary Structure; performance interview process determines salary step offer)
