The Fiji Program Support Platform (FPSP) is a Department of Foreign Affairs and Trade (DFAT) investment supporting Fiji's national development priorities under the Fiji-Australia Vuvale Partnership. It delivers bilateral programs across health, education, scholarships, social infrastructure, governance, and climate and emergency preparedness. The Australia Fiji Governance Partnership (AFGP) is a four-year, DFAT-funded initiative implemented by FPSP that partners with the Government of Fiji to support governance, economic and institutional reform through civil service reform, economic governance and democratic norms and values.

About the role

The Senior Manager is a member of AFGP's management team, providing strategic leadership to the Technology and Governance (TAG) Unit, an integrated team of digital technology specialists. The role reports to the AFGP Team Lead and leads a small team of officers and developers. TAG designs, implements and monitors AFGP's technology and governance support, including information systems, AI, big data, business analysis and change management, across all three AFGP pillars. The unit works closely with the Ministry of Civil Service (MCS) and the Public Service Commission (PSC), with much of the current support focused on Human Resources Management Information Systems (HRMIS) and Business Process Improvement (BPI). The role also carries a learning and strategic advisory function, including analysis, evaluations, learning materials and capacity development for core government partners.

Key responsibilities

• Ensure effective day to day management of the Technology and Governance (TAG) Unit
• Oversee all aspects of the project cycle, including planning, implementation, research, learning and monitoring of digital governance initiatives
• Support the development, implementation and monitoring of the wider AFGP workplan
• Supervise and mentor the TAG team of specialists and other contracted personnel, including consultants, to ensure high-quality delivery and innovation
• Provide up-to-date technical and strategic advice on all aspects of digital technology within FPSP and AFGP
• Oversee implementation of GoF support initiatives, including HRMIS and BPI, spending time at ministries as required
• Manage budgets for all projects, including registers for variations and payment claims, and ensure timely approval of payments and invoices
• Ensure project activities integrate cross-cutting themes such as gender equality, disability and social inclusion, climate change/disaster risk reduction, and community engagement
