It prioritises gender equality, disability-inclusive development and climate resilience across its sector programming and engagement with Government of Fiji agencies.

About the role

This is a Short Term Personnel engagement of 40 working input days under the Australia Fiji Education Program (AFEP), delivered in partnership with the Ministry of Education (MoE) to improve literacy and numeracy outcomes in Fijian schools. The role is remote, home-based, with travel to Suva, Fiji, and is open to national and international applicants. The Numeracy Curriculum Specialist will build capability within selected Teacher Training Institutions (TTIs) and the MoE to conduct an evidence-informed review of Fiji's primary numeracy curriculum (Years 1-4). Work includes guiding TTIs to apply a curriculum review framework, assessing coherence between syllabi, teacher guides, assessment tools and classroom realities, and drawing on numeracy education research to inform recommendations. The review is intended to produce feasible, context-appropriate options rather than promote a single instructional model.

Key responsibilities

  • Develop a curriculum review framework, building on recognised frameworks, to structure appraisal of Fiji's primary numeracy curriculum.
  • Review the primary numeracy curriculum (Years 1-4), including syllabi, teacher guides, scope and sequence, instructional expectations, pacing and assessment guidance.
  • Analyse how the curriculum sequences and integrates number sense, operations, mental maths, reasoning, problem solving, measurement, geometry, patterns, data and mathematical language.
  • Consider contextual factors such as class size, language of instruction, teacher knowledge, and availability of numeracy teaching and learning materials.
  • Examine existing assessment tools and expected learning outcomes against the current curriculum and teacher capacity to use them.
  • Review available data such as PILNA, Fiji national assessment data, classroom observation evidence, and teacher competency evidence.
  • Draw on mathematics education research, including mastery approaches, formative assessment and culturally responsive practices, to inform analysis and guidance.
  • Identify and document existing gender equality, disability and social inclusion (GEDSI) and climate and disaster resilience (CDR) considerations relevant to the curriculum.

About the successful candidate

  • Experienced in numeracy or mathematics curriculum review and evidence-informed analysis.
  • Familiar with early numeracy development, including number sense, reasoning, problem solving and conceptual progression.
  • Able to guide and build capability within Teacher Training Institutions and Ministry of Education teams.
  • Knowledgeable in mathematics education research, including mastery approaches, formative assessment and multilingual or culturally responsive teaching practices.
  • Able to work sensitively within Fiji's linguistic, cultural and classroom contexts, including rural and remote settings.
