About the role
The Country Coordinator oversees in-country operational support so the Programs Team can effectively deliver its work in Vanuatu. The role coordinates with regional Strategy, Operations and Culture functional leads to keep country-level operations timely, efficient and aligned with Oxfam's regional strategy, standards, values and ways of working. It works closely with the Programs senior leadership team and acts as a key liaison for partners, donors, vendors, government agencies and other external stakeholders. The role helps ensure Oxfam meets relevant legal and operational obligations and requires an agile, innovative, solutions-focused approach to managing complex operational needs as Oxfam strengthens and modernises its work across the Pacific. It sits within the Strategy, Operations and Culture division and reports to the Director Strategy, Operations and Culture.
Key responsibilities
- Coordinate country-level plans with regional functional leads across finance, logistics, ICT, People and Culture, safeguarding, grants, risk and quality, communications and security.
- Lead and support country operational staff to deliver quality services and meet performance expectations.
- Act as the country focal point for safeguarding, security and emergency response, including local plans, reporting, awareness and training.
- Prepare and monitor budgets, expenditure and financial performance, and ensure compliance with legal, regulatory, tax, audit and workplace health and safety requirements.
- Manage operational risks, implement corrective actions, and oversee office administration, assets, insurance, maintenance, ICT support, logistics and travel.
- Support recruitment, HR administration, onboarding and offboarding, and manage external relationships representing Oxfam at relevant meetings and events.
- Provide matrix management to country staff, model Oxfam's values, and support performance, talent development and a positive working environment.
- Build and maintain relationships with donors, government representatives, civil society organisations and other stakeholders, and participate in local humanitarian and emergency-response activities where appropriate.
About the successful candidate
- A degree or postgraduate qualification in business, management or a related field.
- Between five and ten years of relevant managerial experience in a similar role.
- Strong operations and administration management experience, preferably within an international NGO, development organisation or the public sector.
- Proven experience managing country operations, staff, budgets, assets, systems and processes.
- Experience resolving complex and sensitive operational matters involving finance, HR, logistics, safety and security.
- Strong leadership, strategic thinking, analytical and problem-solving capabilities with excellent communication and stakeholder-management skills.
- Ability to work under pressure, manage competing priorities and meet deadlines, using computerised systems and working with donors, government agencies and implementing partners.
- Willing and able to undertake international travel for up to four weeks per year.
