Across the Pacific, it works alongside local partners and communities to address gender, economic and climate injustice, including in situations of crisis. Oxfam France, in partnership with Oxfam in the Pacific, is delivering the Forest Connect project, which supports the European Union's FCCB programme in Papua New Guinea by strengthening the capacity of communities, civil society organisations and private-sector actors to participate in conservation-compatible economic activities and climate-resilient land management.

About the role

The Finance Coordinator is responsible for the day-to-day financial management of the Forest Connect project, ensuring strong financial control, compliance with European Union donor requirements, accurate reporting and effective oversight of partners and grantees. The role reports to the Senior Program Manager, works in a matrix arrangement with the Finance Lead, and directly supervises four Finance Officers. The position is regionally based. The Finance Coordinator supports the Senior Project Manager with budget oversight and financial planning while ensuring alignment with Oxfam's financial systems, policies and procedures throughout the project lifecycle.

Key responsibilities

  • Manage day-to-day financial operations, ensuring transactions are accurately recorded and supported by documentation
  • Maintain strong financial controls, audit trails and reliable records, and monitor expenditure against approved budgets
  • Support development of project budgets, prepare financial forecasts and cash-flow projections, and track budget variances
  • Ensure compliance with EU donor financial requirements and Oxfam policies, and prepare timely financial reports for management and the donor
  • Support donor and organisational audits, maintain audit readiness, and coordinate corrective action on compliance risks
  • Oversee financial aspects of grant disbursements, support due diligence of grantees/partners, and monitor partner financial reporting and compliance
  • Directly line-manage four Finance Officers, allocating work, monitoring performance and coaching professional development
  • Coordinate with the Finance Lead, Senior Project Manager, and Programme, MEAL, Safeguarding and Communications teams, and liaise with partners, auditors and donor representatives

About the successful candidate

  • Bachelor's degree in Accounting, Finance or a related field
  • Five to seven years of experience in finance or accounting roles, preferably within an NGO or development context
  • Experience managing finances of donor-funded projects; European Union or similar donor experience preferred
  • Strong experience in financial reporting, budgeting, forecasting, financial controls and compliance
  • Experience managing or supervising finance staff or teams
  • Familiarity with grant financial management and partner finance systems
  • Strong analytical and financial-management skills with high accuracy and attention to detail
  • Desirable: professional accounting qualification (CA, CPA, ACCA or equivalent), EU-funded project experience, and experience in Papua New Guinea or comparable contexts
