About the role
This role sits within the Forest Connect project, delivered by Oxfam France in partnership with Oxfam in the Pacific, which supports the European Union's FCCB programme in Papua New Guinea by strengthening the capacity of communities, civil society organisations and private-sector actors to participate in conservation-compatible economic activities and climate-resilient land management. The Project Coordinator – Grant Management will coordinate and administer the project's grant facilities, ensuring grants are managed effectively, transparently and in compliance with donor and organisational requirements. The role provides end-to-end support across the grant lifecycle, including promotion, applications, due diligence, contracting, monitoring, reporting and close-out. It reports to the Senior Project Manager and works in a matrix arrangement with the Grant Management Risk and Quality Lead. The position supports grant recipients to strengthen their capacity in grant management, compliance and reporting, contributing to conservation, climate resilience and sustainable livelihood outcomes.
Key responsibilities
- Support implementation and management of the Community Grants Facility and Deforestation-Free Value Chain Grant Facility, coordinating grant calls, applications and communications with applicants
- Maintain accurate grant tracking systems, schedules and documentation
- Coordinate eligibility assessments and due diligence covering organisational, financial, safeguarding and compliance areas, and prepare grant assessment reports and recommendations
- Coordinate preparation of grant agreements, ensure recipients understand contractual obligations, and monitor compliance with donor, project and EU requirements
- Monitor grantee progress against workplans, budgets and milestones, and review narrative and financial reports, identifying and escalating risks and issues
- Guide and mentor grant recipients on grant management, implementation, reporting and compliance, and coordinate training and induction sessions
- Maintain regular communication with grantees, partners and stakeholders, facilitating information sharing, collaboration and learning across grant recipients
- Maintain complete, accurate and audit-ready grant files and support internal and external audits and follow-up actions
About the successful candidate
- Bachelor's degree in Development Studies, Business Administration, Project Management, Finance, Economics, Public Administration or a related field
- Three to five years' experience in grants management, programme administration, project coordination or a related field
- Experience working on donor-funded projects within NGOs, development organisations or community programmes
- Experience coordinating grant processes, contracts, reporting or compliance activities
- Experience working with community organisations, civil society organisations or local partners
- Strong administrative, organisational and record-management skills
- Strong organisation, coordination, attention to detail, communication, relationship-building, stakeholder engagement, analytical problem-solving and a commitment to accountability and transparency
- Desirable: experience with EU-funded programmes, community grants or sub-granting mechanisms, understanding of safeguarding and MEAL requirements, and experience in Papua New Guinea or the Pacific region
