Oxfam France, in partnership with Oxfam in the Pacific, is delivering the Forest Connect project in Papua New Guinea, supporting the European Union's FCCB programme to strengthen conservation-compatible economic activities and climate-resilient land management.

About the role

The Communications Officer will develop and deliver the Forest Connect project's communications, visibility and knowledge-management outputs. This role is central to communicating project results and impact, meeting European Union donor visibility requirements, supporting learning and accountability, and strengthening engagement with communities, partners and stakeholders. The position is based in Papua New Guinea, reports to the EU FCCB Senior Program Manager, and works in a matrix arrangement with the Communications Coordinator. The role has no direct reports. It covers project communications and visibility planning, content development and storytelling, knowledge management, internal and external communications, digital and media engagement, and coordination support across project teams and partners.

Key responsibilities

• Develop and implement the project communications and visibility plan, ensuring compliance with EU visibility, branding and acknowledgement requirements
• Produce high-quality content including case studies, success stories, reports, briefs and digital materials, and edit/quality-check products before distribution
• Capture, organise and maintain project learning, evidence and communication assets, and develop knowledge products for internal and external audiences
• Support effective communication across project teams, partners and stakeholders, and prepare materials for donors and other stakeholders
• Support the use of digital platforms including social media, websites and Oxfam's communication channels, and adapt digital content for relevant audiences
• Support media engagement and the preparation of media materials where required, monitoring quality and consistency of published content
• Provide communication support for project events, training activities and stakeholder engagements
• Maintain productive relationships with project partners, media outlets and donor representatives, coordinating inputs, approvals and timelines for communication products

About the successful candidate

• A bachelor's degree in Communications, Media, Journalism, Development Studies or a related field
• Three to five years of communications experience, preferably within a development or NGO setting
• Experience developing communication materials and content, including reports, case studies and digital content
• Experience supporting donor-funded programmes, including visibility and reporting requirements
• Strong writing, editing and storytelling skills
• Experience working effectively with multiple stakeholders and teams
• Strong coordination, collaboration and relationship-management skills, particularly within donor-compliance requirements
• Desirable: experience on EU-funded or other donor-funded projects, and skills in photography, videography or digital-content creation
