About the role

The Forest Connect project strengthens the capacity of communities, civil society organisations and private-sector actors in Papua New Guinea to participate in conservation-compatible economic activities and climate-resilient land management. The Safeguarding Officer will ensure robust safeguarding, PSEA (Prevention of Sexual Exploitation and Abuse), and accountability systems are implemented across this project. The role protects communities, partners and staff, supports compliance with Oxfam and European Union requirements, manages safeguarding risks and incidents, and strengthens accessible accountability and reporting mechanisms. The position is based in Papua New Guinea, reports to the EU FCCB Project Manager, and works in a matrix arrangement with the Oxfam in the Pacific Safeguarding Coordinator. There are no direct reports attached to this role. Experience in PSEAH and/or child safeguarding, ideally gained in organisations working directly with people and communities, is required.

Key responsibilities

• Lead implementation of safeguarding and PSEA frameworks within the project and integrate them across all activities and functions
• Identify, assess and monitor safeguarding risks across activities, partners and operational areas, and support risk-mitigation plans
• Manage safeguarding concerns and incidents in line with Oxfam procedures, supporting confidential, survivor-centred case management
• Establish and maintain accessible, safe and confidential community feedback and reporting channels, and monitor their effectiveness
• Deliver safeguarding and PSEA training to project staff, partners and grantees, and strengthen partner capacity on compliance
• Conduct safeguarding due diligence for project partners and grantees, and monitor ongoing compliance
• Support safeguarding audits, reviews, assessments and reporting processes, and escalate significant risks or issues
• Coordinate with the Senior Project Manager, MEAL and programme teams, HR, Finance and the Oxfam Safeguarding Lead to embed safeguarding across planning, delivery and monitoring

About the successful candidate

• A bachelor's degree in Social Work, Development Studies, Human Rights, Gender Studies or a related discipline
• Three to five years' experience in safeguarding, protection or a related role
• Experience working in NGOs or development programmes, including with partners or community-based programmes
• Demonstrated experience implementing safeguarding or PSEA frameworks and conducting risk assessment, mitigation, incident reporting and case management
• Strong understanding of ethical standards, accountability mechanisms, confidentiality and data protection
• Strong communication, training and facilitation, stakeholder engagement, coordination and documentation skills, with a survivor-centred approach
• Desirable: experience with European Union or similar donor-funded programmes, safeguarding or PSEA training, and work in Papua New Guinea or the Pacific
• Desirable: knowledge of child protection, gender-based violence, duty of care and relevant Papua New Guinea legislation, plus experience working with community leaders, churches, women, youth and local authorities
