This assignment is being run on behalf of the Plan International Consortium, which is delivering the Disaster READY program in the Solomon Islands.

About the role

This is a short-term consultancy to support a review and reflection process for the Disaster READY program in the Solomon Islands. The MEL Consultant will use existing program monitoring, evaluation and reporting tools to assess progress and outcomes, gather stakeholder perspectives, and feed findings into program learning and improvement. The role involves field travel to project communities in Western Province, Solomon Islands, and close collaboration with program staff and partners. The consultancy is expected to run for approximately three weeks during September 2026, with exact timing to be confirmed with the successful applicant.

Key responsibilities

• Review and utilise existing monitoring, evaluation and reporting data and tools
• Support monitoring visits to project locations, including communities in Western Province, Solomon Islands
• Facilitate and document focus group discussions with project participants and stakeholders
• Collect qualitative and quantitative information to assess program outcomes and impact
• Support the planning and facilitation of a program reflection workshop
• Prepare reports summarising findings, lessons learned, successes, challenges and recommendations
• Work closely with program staff and partners to ensure findings are practical and useful for ongoing program improvement

About the successful candidate

• Demonstrated experience in monitoring, evaluation, research, learning or program quality roles
• Experience conducting field-based data collection, including interviews, focus group discussions and participatory approaches
• Strong analytical and report-writing skills
• Experience working in international development, humanitarian action, disaster risk reduction, resilience, or community development programs
• Experience working in the Pacific region is highly desirable
• Excellent communication and stakeholder engagement skills
• Ability to work independently while collaborating effectively with local partners and program teams
