About the role
This role sits within the Forest Connect project, delivered by Oxfam France in partnership with Oxfam in the Pacific, which supports the European Union's FCCB programme in Papua New Guinea. The programme strengthens the capacity of communities, civil society organisations and private-sector actors to participate in conservation-compatible economic activities and climate-resilient land management, in a context where deforestation, climate change, limited infrastructure and governance challenges affect sustainable natural resource management. The Project Officer – Stakeholder Support will strengthen coordination, communication and engagement with project stakeholders, partners and grant recipients, while providing project-level human resources and administrative support. The role is a key coordination point between the project team, implementing partners, communities, government stakeholders and Oxfam support functions. It reports to the Senior Project Manager and supports project delivery across Papua New Guinea. Responsibilities span recruitment and onboarding coordination, workforce administration, staff records, learning activities and employee engagement, alongside maintaining stakeholder relationships and smooth project operations.
Key responsibilities
- Support development and implementation of stakeholder engagement plans, and maintain relationships with partners, government agencies and community organisations.
- Coordinate meetings, workshops, consultations and stakeholder engagement activities, facilitating clear communication between stakeholders and the project team.
- Support partner onboarding, orientation, training coordination and compliance with project reporting requirements.
- Coordinate project recruitment activities including advertising, interview scheduling, reference checks and onboarding logistics.
- Maintain accurate personnel records, coordinate staff learning and development, and support workforce planning and employee engagement initiatives.
- Coordinate project meetings, travel and logistics, prepare agendas, minutes and action trackers, and maintain project filing systems.
- Manage stakeholder contact databases, disseminate project updates, and maintain records of consultations and feedback.
- Act as first point of contact for stakeholder enquiries and support resolution of stakeholder concerns and operational issues.
About the successful candidate
- A bachelor's degree in Human Resources, Business Administration, Development Studies, Public Administration, Social Sciences or a related field.
- Three to five years' experience in stakeholder engagement, project coordination, administration, human resources or a related field.
- Experience working within NGOs, development programmes or donor-funded projects.
- Experience coordinating meetings, workshops, consultations and stakeholder engagement activities.
- Experience providing HR or people-administration support, including recruitment and onboarding.
- Experience working with diverse stakeholders in community, government or development settings.
- Strong organisational, relationship-management and communication skills, with the ability to manage multiple priorities and maintain professionalism and confidentiality.
- Desirable: experience supporting HR processes and workforce administration in donor-funded programmes, and knowledge of Papua New Guinea employment practices or experience working in Papua New Guinea or the Pacific region.
