Oxfam France, in partnership with Oxfam in the Pacific, delivers the Forest Connect project in Papua New Guinea, which supports the European Union's FCCB programme by strengthening community, civil society and private-sector capacity for conservation-compatible economic activities and climate-resilient land management.

About the role

The MEAL Officer will design, implement and maintain the Forest Connect project's monitoring, evaluation, accountability and learning systems. The role ensures accurate performance tracking, strong data quality and evidence generation, compliance with donor and Oxfam in the Pacific reporting requirements, and continuous learning to support adaptive management. The position is based in Papua New Guinea, reports to the EU FCCB Project Manager and works in a matrix arrangement with the MEAL Coordinator. The role has no direct reports. It covers data management, donor reporting compliance, learning and knowledge management, community accountability and feedback mechanisms, and partner capacity building.

Key responsibilities

• Develop and implement the project MEAL framework, plans, tools and processes, and track progress against approved indicators, targets, outputs and outcomes
• Ensure timely and accurate data collection and reporting in line with donor and Oxfam requirements, and capture stories of change and other qualitative evidence
• Manage project data systems, databases and records, conducting regular data-quality checks, verification and validation while maintaining data security and confidentiality
• Support preparation of European Union donor reports and internal reports, analysing project data to provide clear evidence for reporting and decision-making
• Capture and document lessons learned and good practices, support project reflection and learning processes, and translate findings into practical recommendations
• Support the establishment and management of community feedback mechanisms, monitor complaints and feedback, and recommend improvements to project delivery
• Train staff, partners and grantees on MEAL tools and systems, and support partners with data collection, reporting and evidence documentation
• Coordinate with the Senior Project Manager, programme teams, Finance, Safeguarding and Communications colleagues, and maintain relationships with community stakeholders and donor representatives

About the successful candidate

• Bachelor's degree in Development Studies, Statistics, Social Sciences, Monitoring and Evaluation or a related discipline
• Three to five years of experience in monitoring, evaluation or programme-quality roles
• Experience in data collection, analysis, interpretation and reporting
• Experience working on donor-funded programmes; European Union or similar donor experience preferred
• Strong understanding of results frameworks, logframes, indicators and data management
• Knowledge of accountability and community-feedback mechanisms
• Experience working with project partners and field-based teams
• Strong analytical, data-interpretation, training, facilitation, communication and stakeholder-engagement skills
