Energy Fiji Limited (EFL) is Fiji's national electricity utility, responsible for generating, transmitting and distributing power across the country. EFL is currently delivering a major capital and renewable energy investment programme.

About the role

The Manager – Programme Finance will be based at EFL's Head Office in the Central Division and will report to the Chief Financial Officer. The role provides senior-level financial leadership across EFL's major investment programme and acts as a key adviser to the CFO, CEO and programme leadership on programme and project financial matters. This is not primarily a treasury or capital-raising position; instead it focuses on maintaining strong financial governance, accountability, controls, compliance and reporting as projects move through financial close, construction and implementation. The role works closely with Treasury, Financial Control, programme and project teams, procurement, legal advisers, technical specialists, external financial advisers, lenders, development partners and private-sector counterparties. It also involves oversight of projects delivered through IPP, PPP, joint venture, SPV and other private-capital structures, and supports the establishment of financial systems capable of managing a multi-year investment portfolio of approximately FJD 2 billion.

Key responsibilities

  • Lead the financial governance, control and reporting framework for EFL's major capital and renewable energy investment programme.
  • Manage programme and project financial planning, budgeting, forecasting, cash-flow monitoring, cost control and financial performance reporting.
  • Coordinate financial administration following financial close, including financing drawdowns, reconciliations, supporting documentation and utilisation reporting.
  • Monitor compliance with financing agreements, lender requirements, covenants, conditions and reporting obligations.
  • Maintain financial oversight of projects delivered through IPP, PPP, joint venture, SPV and other private-capital structures where applicable.
  • Work with EFL Treasury on funding requirements, financing interfaces and transition of financing administration into business-as-usual treasury operations.
  • Ensure appropriate accounting treatment, financial controls, records and reconciliations are maintained throughout project implementation.
  • Support project and programme audit, assurance and financial due diligence processes, and provide financial analysis and advice to the CFO, CEO, Programme Control Group and other governance forums.

About the successful candidate

  • A degree qualification in Accounting, Finance, Economics, Commerce or a related discipline; higher qualifications are an added advantage.
  • At least 8-10 years of relevant experience in senior finance, project finance, infrastructure finance, programme finance, financial control, or major capital-project environments.
  • Demonstrated experience with large-scale infrastructure, energy, utilities or other capital-intensive programmes is highly advantageous.
  • Strong understanding of project and programme financial management, including budgeting, forecasting, cash flow, drawdowns, financial reporting, controls, audit and compliance.
  • Experience dealing with multilateral development banks, development finance institutions, commercial lenders, government, IPPs, PPPs or private-sector investors is an advantage.
  • Strong analytical, financial modelling, communication and stakeholder-management capabilities.
  • High standards of integrity, accountability, governance and professional judgement.
  • Ability to work effectively across finance, engineering, procurement, legal and programme-management disciplines and communicate complex financial matters clearly to senior decision-makers.
