About the role

This role provides strategic leadership, governance and University-wide oversight of Occupational Health and Safety, workplace risk, emergency preparedness, incident management and disaster risk management at Fiji National University. The Manager develops, implements, maintains and continuously improves the University's Occupational Health and Safety Management System and Emergency Management Framework. The position reports assurance and advice to the Director Estates & Facilities, the Vice Chancellor, the Senior Leadership Team, Colleges and Divisions on compliance with OHS legislation, regulations, codes and standards. It covers a risk-based approach across FNU's diverse operating environment, including teaching facilities, laboratories, workshops, maritime and health facilities, student accommodation, offices, construction projects, maintenance activities, fleet operations and contractors. The Manager also acts as the University's principal adviser and coordinator for disaster and emergency management, providing direct functional advice to the Vice Chancellor when emergency arrangements are activated. The role is primarily one of leadership, governance, assurance, oversight and escalation, with routine inspections, monitoring and training delegated to OHS staff and campus representatives while overall responsibility for system effectiveness is retained.

Key responsibilities

• Provide strategic leadership and University-wide oversight of OHS, workplace risk, emergency preparedness, incident management and disaster risk management
• Develop, implement, maintain and continuously improve the University's OHS Management System and Emergency Management Framework
• Advise and assure the Director Estates & Facilities, Vice Chancellor, Senior Leadership Team, Colleges and Divisions on OHS legislative and policy compliance
• Lead a risk-based approach to OHS management across teaching facilities, laboratories, workshops, maritime and health facilities, accommodation, offices, construction sites and fleet operations
• Serve as the University's principal adviser and coordinator for disaster and emergency management
• Provide direct functional advice to the Vice Chancellor and coordinate emergency and incident management arrangements when activated
• Delegate routine inspections, monitoring and training to OHS staff and designated campus representatives while retaining overall responsibility for system effectiveness

About the successful candidate

• Recognised Bachelor's degree in Occupational Health and Safety, Workplace Health and Safety, Safety Management, Risk Management, Environmental Health, or a related engineering or technical discipline
• If the primary degree is not in OHS, a recognised postgraduate, professional or competency-based qualification in Occupational Health and Safety plus substantial relevant OHS management experience
• A qualification solely in Disaster Risk Management or Emergency Management, without sufficient OHS qualification and experience, does not fully satisfy the role requirements
• At least ten years of progressively responsible professional experience in OHS, workplace risk, compliance and/or emergency management within a complex organisation
• At least three years of experience in a managerial, senior supervisory or equivalent leadership capacity
• Demonstrated experience developing, implementing or managing an organisation-wide OHS Management System
• Demonstrated experience undertaking or overseeing OHS audits, workplace risk assessments, inspections and compliance programmes
• Demonstrated experience investigating serious workplace incidents, implementing corrective actions, and managing organisational OHS risk while advising senior management
