About the role

The Monitoring & Evaluation Officer designs, implements, and manages systems to create tools, track project performance, analyze data, and provide actionable insights that improve program effectiveness at the Commission. The role is based at Level SA 03 in Suva and reports to the Business Analyst. It involves coordinating monitoring of the Annual Corporate Plan across all departments and maintaining an analytical dashboard tied to the Commission's strategic goals and KPIs. The officer also identifies implementation risks and performance gaps, escalating these with recommendations to the Business Analyst.

Key responsibilities

  • Design monitoring strategies, frameworks, and indicators to assess project or program performance and outcomes
  • Ensure accuracy, completeness and quality of the Commission's performance information
  • Coordinate the implementation and monitoring of the Annual Corporate Plan (ACP) across all departments
  • Assist the Business Analyst to maintain an analytical Dashboard capturing key statistical indicators relevant to the Commission's Strategic Goals and KPIs
  • Identify implementation delays, risks, challenges and performance gaps and escalate issues and recommendations to the Business Analyst
  • Prepare and submit monitoring reports to maintain accurate and updated performance and impact records
  • Review existing processes and document lessons learnt and best practices to improve organizational performance
  • Encourage teamwork and cooperation through stakeholder engagement and technical proficiency across departments

About the successful candidate

  • Bachelor's Degree (including relevant work experience) in Project Management, Economics, Statistics, Management & Public Administration
  • At least two (2) years' experience in monitoring and evaluation and performance management, with corporate planning and organizational reporting experience considered an advantage
  • Proficiency in data analysis and interpretation using tools such as Project Management software, statistical software, or data visualization tools
  • Practical working knowledge of data collection, collation, analysis and research presentation
  • Strong written communication skills to produce clear evaluation reports with findings, conclusions, and recommendations
  • Knowledge of evaluation methodologies including quantitative and qualitative data collection, impact assessment, and outcome measurement
  • Strong analytical and critical thinking abilities to assess research methods and data accuracy
  • Ability to balance multiple tasks, meet deadlines, and prioritize work, with strong problem-solving skills
