About the role
The Monitoring & Evaluation Officer designs, implements, and manages systems to track project performance, analyse data, and provide actionable insights that improve program effectiveness at the Commission. The role sits at Level SA 03, is based in Suva, and reports to the Business Analyst. It involves coordinating the monitoring of the Annual Corporate Plan across all departments and assisting the Business Analyst in maintaining a dashboard of key statistical indicators tied to the Commission's strategic goals and KPIs. The Officer also identifies implementation delays, risks, and performance gaps, escalating these with recommendations to the Business Analyst, and prepares monitoring reports to keep performance and impact records accurate and current.
Key responsibilities
- Design monitoring strategies, frameworks, and indicators to assess project or program performance and outcomes
- Ensure accuracy, completeness and quality of the Commission's performance information
- Coordinate the implementation and monitoring of the Annual Corporate Plan (ACP) across all departments
- Assist the Business Analyst to maintain an analytical dashboard capturing key statistical indicators tied to strategic goals and KPIs
- Identify implementation delays, risks, challenges and performance gaps and escalate issues and recommendations to the Business Analyst
- Prepare and submit monitoring reports to maintain accurate and updated performance and impact records
- Review existing processes and document lessons learnt and best practices to improve organisational performance
- Encourage teamwork and cooperation through stakeholder engagement across departments of the Commission
About the successful candidate
- Bachelor's Degree (or equivalent work experience) in Project Management, Economics, Statistics, Management & Public Administration, or Social Sciences
- At least two years' experience in monitoring and evaluation, performance management, corporate planning, project management or organisational reporting
- Proficiency in data analysis and interpretation using tools such as project management or statistical software and data visualisation tools
- Practical working knowledge of data collection, collation, analysis and research presentation
- Strong written communication skills to produce comprehensive evaluation reports with clear findings, conclusions and recommendations
- Knowledge of evaluation methodologies including quantitative and qualitative data collection, impact assessment and outcome measurement
- Strong analytical and critical thinking abilities to assess data accuracy and develop conclusions
- Ability to balance multiple tasks, meet deadlines, prioritise work, and solve problems effectively
