Abt Global delivers the Fiji Program Support Platform (FPSP) on behalf of the Australian Department of Foreign Affairs and Trade (DFAT), supporting Fiji's national development priorities under the Fiji-Australia Vuvale Partnership. The Platform implements over fifty percent of Australia's bilateral development support to Fiji, spanning education, health, Australia Awards, disaster response, cyclone recovery, social infrastructure and public sector governance. Within this, Abt Global manages the Australia Fiji Education Program (AFEP), a roughly AUD45 million, up to nine-year program working with the Fiji Ministry of Education (MoE) to improve quality education delivery for Fijian children.
About the role
This is a short-term contract position (44 working days over approximately three calendar months, with possibility of extension), home-based with travel to Suva. The Monitoring, Evaluation and Performance Adviser will design a coherent, results-oriented national education sector performance management system for MoE and build the capacity of education sector personnel to use performance data for planning, decision-making and continuous improvement. The role works directly with MoE responsible officers, the AFEP team and other education stakeholders, and reports to the AFEP Team Leader while receiving administrative and technical support from the program. This is Phase 1 of the assignment, focused on assessing existing systems and designing the framework and indicators; a second phase is foreseen to operationalise the framework through tools, procedures and capacity building. Key deliverables include an inception report, a situational analysis report, the national performance management framework with agreed KPIs, scorecards and guidelines, and recommendations for establishing a sustainable MoE Monitoring, Evaluation and Performance function.
Key responsibilities
- Review national education policies, strategic plans and reform priorities, and assess existing M&E, FEMIS, assessment and reporting systems, mapping current performance management practices at system, district and school levels
- Assess institutional arrangements for the education sector and identify gaps, overlaps and capacity constraints ahead of introducing a Performance Management Framework
- Develop a national education sector performance management framework linking vision and strategic objectives, key result areas, and performance indicators and targets
- Align the framework with national development priorities and international commitments such as SDG 4, and ensure integration with planning and budgeting cycles
- Define a balanced set of national education sector KPIs covering outcomes, equity, quality and system effectiveness
- Develop sector performance scorecards, indicator reference sheets, and data sources and reporting frequencies, and design performance dashboards and templates in non-technical and technical versions
- Design annual and periodic sector performance review processes and define roles and responsibilities at national, district and school level
- Propose mechanisms for feedback, corrective action and learning
About the successful candidate
- A minimum of a master's degree in education, public policy, monitoring and evaluation, or a related field
- A minimum of 10 years' relevant experience
- Able to work directly with Ministry of Education officers, the AFEP team, the Education Partner Group and other education stakeholders
- Comfortable working remotely with periodic travel to Suva, Fiji
