About the company

Abt Global delivers the Fiji Program Support Platform (FPSP), an Australian Government investment that assists the Department of Foreign Affairs and Trade (DFAT) to deliver Fiji's national development priorities. The Platform supports bilateral programs including health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response, in line with the Fiji-Australia Vuvale Union and the Development Partnership Plan for Fiji. It also delivers two social infrastructure programs: the Colonial War Memorial Hospital Redevelopment Master Plan and the Fiji Social Infrastructure Program, which upgrades school infrastructure and builds Ministry capacity.

About the role

The Senior Procurement and Contracts Specialist leads procurement and contracting technical services for the FPSP Infrastructure program portfolio, covering the CWM Hospital Redevelopment Master Plan and Fiji Social Infrastructure Program. The role reports directly to the Team Leader, Infrastructure, and indirectly to the FPSP Platform Management Unit Procurement and Contracts Manager. The Specialist is the key resource for complex approaches to market, contracting activities and contract management across the Infrastructure Programs, ensuring quality, compliant and timely outcomes. This is a long-term role based in Suva, running until 31 December 2028, and is open to both National and International applicants.

Key responsibilities

  • Lead end-to-end procurement and contracting processes for Infrastructure programs, including market analysis, approaches to market, evaluation and selection, and contract development, negotiation and execution
  • Conduct contracting due diligence in line with head contract requirements and DFAT guidance, including list checks, company registrations and Safeguarding assessments
  • Provide advice and guidance on tendering, supplier selection and contract requirements
  • Collaborate with the Cross-cutting Priorities Hub to integrate climate and GEDSI requirements into tender documents
  • Support development of scopes of work and preparation of contract and procurement documentation
  • Maintain the Contracts and Procurement Register and develop the annual procurement pipeline for Infrastructure programs
  • Implement Fraud and Safeguarding policies, act as Fraud Control Officer, and report suspected fraud
  • Manage contract variations and build relationships with staff, contractors, stakeholders and Abt Head Office

About the successful candidate

  • At least 10 years' experience in complex procurement and contract management in senior roles
  • Relevant degree or professional qualification in procurement, supply chain management or a related field; a legal background is an advantage
  • Practical experience with procurement and contracts management within the infrastructure sector is highly desirable
  • Experience working on donor-funded programs is desirable
  • Strong understanding of public procurement regulations and best practices, including the Commonwealth Procurement Rules
  • Understanding of, or aligned experience with, Fiji's operating context
  • Excellent negotiation, communication and organisational skills
  • High level attention to detail and ability to manage multiple deliverables
