The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. It is an international development organisation owned and governed by 27 country and territory members, working across more than 25 sectors including fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources. This role sits within SPC's Geoscience Energy and Maritime (GEM) Division, which provides advice, technical assistance, research and training support to Pacific Island countries and territories through its Oceans and Maritime, Georesources and Energy, and Disaster and Community Resilience programmes.
About the role
The GESI Assistant will ensure that gender equality and social inclusion principles are systematically integrated across all activities, outputs and deliverables of the FSM WASH project. The role provides dedicated technical assistance on GESI to the project team, government counterparts and stakeholders, helping the project meet its obligations as a Significant Objective under the EU Gender Action Plan III. Work includes supporting GESI screening tools, coordinating disaggregated participation data, and guiding inclusive policy language so that the needs of women, girls, people with disabilities, LGBTQ+ communities, traditional communities and other marginalised groups are reflected in outputs such as the National Water and Sanitation Policy and State Master Plans. The position works closely with the Community Engagement Assistant and National Capacity and Facilitation Adviser on consultation design and facilitation, and liaises with SPC's Gender and Equity Team on technical input. It also supports capacity building for PMU staff, DoRD counterparts, state utility staff and project consultants, and contributes to GESI monitoring, data management and donor reporting.
Key responsibilities
- Support integration of GESI principles, including the GESI action plan, across project activities, consultations and deliverables
- Apply GESI screening tools at each project stage, such as consultations, governance reviews and policy development
- Review project outputs to ensure GESI-responsive language, indicators and recommendations
- Collect and maintain participation data and information relating to GESI outcomes
- Support stakeholder engagement to promote inclusive participation, including at least 50% women and representation of persons with disabilities and marginalised groups
- Budget and arrange inter-island and outer island transport logistics for equitable geographic reach
- Assist in planning and delivering inclusive consultation and engagement activities, including venue, timing, language and communication format
- Support delivery of GESI awareness, training and capacity-building activities, and maintain a comprehensive GESI data registry
About the successful candidate
- Tertiary qualification (diploma) in a relevant discipline such as community development, social sciences, communications, development studies, public health or environmental studies, or equivalent knowledge and experience
- At least 3 years of professional experience in GESI programming, gender mainstreaming or social inclusion in a development context
- Knowledge of GESI principles for application in policy development, programme design or governance processes
- Experience facilitating inclusive consultations with diverse stakeholder groups
- Good communication skills in English
- Knowledge of Pacific Island countries and territories is an advantage
