About the role
This is a senior role within the Gender Equality pillar of the HRSD Business Plan and the SPC Gender Equality Flagship, leading the operationalisation of the Pacific Women Lead (PWL) at SPC programme plan. The Programme Coordinator manages the programme team, oversees technical, operational and administrative support, implements activities, builds capacity, and manages the programme budget and finances. The role carries end-to-end responsibility for the PWL grant portfolio, including partnership management, grant monitoring and analysis, and works alongside the Manager Programmes (Pacific Women Lead at SPC) to develop new activities, systems and processes. Where work links the HRSD work programme and the Gender Equality Flagship, the Programme Coordinator holds a matrix reporting relationship with others in the team and is responsible for developing direct reports. The position also provides strategic advice on planning and policy, represents the programme in national, regional and international forums, and contributes to the design and implementation of the programme's monitoring, evaluation and learning (MEL) system.
Key responsibilities
- Manage day-to-day implementation of the programme and ensure high quality advice and technical support
- Manage the PWL at SPC grant portfolio including project management, partnership management, and monitoring, analysis and advice on grant progress
- Work with the Manager Programmes to identify and develop new activities, systems and processes contributing to PWL at SPC outcomes, including concept notes, due diligence assessments, work plans, budgets and schedules
- Supervise and mentor advisers and programme officers, overseeing quality and timely technical support in GESI, GBV and MEL areas
- Lead strategic advice on planning, policies and programming for PWL at SPC
- Represent PWL at SPC and HRSD at national, regional and international forums, and liaise with donors, partners and grantees
- Contribute to the design and implementation of an effective MEL system using qualitative and quantitative indicators
- Ensure programme narrative and financial reports are high quality and completed on time
About the successful candidate
- A postgraduate degree in social sciences, development or a related discipline, or an equivalent body of knowledge and experience
- A diploma or certificate course in programme management
- At least 12 years' experience in development programme management
- Proven experience leading teams, including recruiting, supervising, appraising and mentoring staff
- Extensive experience managing and reporting on large, complex programmes, including budget management, preferably for a development or donor-funded programme
- Knowledge of gender equality concepts and the Pacific gender equality ecosystem, with working knowledge of gender responsive planning, gender transformative approaches and MEL
- A track record of coordination and partnership building with donors, governments, development partners and civil society
- Understanding of Pacific cultural values and international human rights principles, with excellent English communication skills; working knowledge of French is an advantage
