About the company

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. It is an international development organisation owned and governed by 27 country and territory members, working across more than 25 sectors. For over 20 years its Human Rights and Social Development Division has led human rights and gender capacity building for Pacific states, institutions and civil society, delivering policy advice, technical assistance and capacity building through regional advisors and Country Focal Officers.

About the role

The Tuvalu Programme Associate will support the host country government and relevant ministries to meet national, regional and international commitments on Human Rights, Gender Equality, Social Inclusion and Culture for Development. The role acts as liaison between SPC HRSD and the host Government, Public Service and other stakeholders, and guides the strategic direction of HRSD's in-country work. It covers country planning and implementation, technical and advisory support, training and capacity-building, networking and partnership, and monitoring, evaluation and learning. The associate develops the annual country work programme with the host Ministry and key stakeholders, supports state delegations and civil society ahead of regional and international forums, coordinates in-country capacity development programmes, and represents HRSD at national, regional and international forums. The role also maintains financial records in line with SPC policies, produces six-monthly progress reports against work plans, and contributes to HRSD and donor reporting and communication products. This is a three-year budgeted contract, subject to renewal depending on performance and funding.

Key responsibilities

• Serve as liaison between SPC HRSD and the host Government, Public Service and other stakeholders
• Guide the strategic direction of HRSD's in-country work
• Develop the annual country work programme with the host Ministry and key stakeholders, aligned to national development priorities
• Ensure effective implementation of activities and programmes in the annual country work plan
• Maintain accurate financial records in compliance with SPC financial and procurement policies, including reports and acquittals
• Provide technical advice and assistance to Government and stakeholders on human rights, gender, social inclusion, culture and youth commitments
• Support preparation of State delegations and civil society participation for regional and international forums through coaching and mentoring
• Coordinate, facilitate and report on in-country capacity development programmes for state and non-state actors

About the successful candidate

• Tertiary qualification in public policy, law, human rights, gender, youth, culture, social science, community development, international relations, development studies or a similar field, or equivalent knowledge and experience
• At least five years' experience in a Pacific Island country or territory advancing human rights, gender equality, social inclusion, youth for development or culture for development
• Strategic planning experience and in-depth understanding of country cultures, context, challenges and opportunities
• Knowledge of legislative reform processes and policy development
• Experience in community development, non-formal adult education and/or community outreach
• Experience in financial management, budgeting and acquittals
• Computer literacy in Microsoft Office suite and excellent interpersonal skills
• Advanced written and verbal communication skills in English and the prevailing local national language, with ability to work independently under remote supervision
