About the company
The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. In Fiji, GGGI implements the Fiji Bamboo for Adaptation and Mitigation Project with government and non-government partners, funded by New Zealand MFAT and Ireland's Department of Foreign Affairs under Phase 2 of the Pacific LECRD Programme. The project promotes sustainable, inclusive bamboo production and use as an affordable, climate-resilient construction material, while creating economic opportunities for women and marginalised groups.
About the role
This consultancy will assess the investment readiness of Cement Bamboo Frame Technology (CBFT) for affordable, climate-resilient, low-carbon housing in Fiji. The consultant will identify the government, donor and private-sector support needed for an initial demonstration phase and a viable bamboo construction value chain, building on existing GGGI-commissioned studies and targeted additional evidence. Work includes comparative housing cost and lifecycle cost analysis, assessment of viability gaps and funding needs under different delivery scenarios, evaluation of bank and insurer coverage potential, and identification of minimum viable demand scale for value-chain functions such as supply, treatment, processing and construction capacity. The assignment also covers a public economic, fiscal, climate and distributional case, plus practical financing, procurement, risk-sharing and market-creation options for a first demonstration or anchor housing phase. The consultant will deliver a final investment readiness assessment with clear recommendations on whether and how GGGI and its partners should proceed. Note that the application deadline is stated in Korean Standard Time (KST, UTC+9).
Key responsibilities
- Review existing GGGI-supported studies on CBFT applicability, bamboo production and treatment, value-chain development, resource assessment, housing finance, construction costs, regulatory pathways and climate resilience.
- Prepare an inception report setting out proposed methodology, workplan, consultation plan, data requirements, analytical framework and key assumptions to be tested.
- Prepare an evidence-to-investment matrix summarising what is known, what needs validation, and what additional evidence is required.
- Distinguish clearly between evidence from existing studies, new evidence collected during the assignment, and modelling assumptions.
- Prepare an early and then detailed assessment of the public-policy, donor and national-development case for CBFT housing and bamboo value-chain development.
- Assess potential benefits and costs including climate resilience, reduced disaster losses, lower embodied carbon, import substitution, employment, inclusion and fiscal costs.
- Identify market failures and coordination barriers such as weak anchor demand, limited construction capacity, regulatory gaps and low bank/insurer confidence.
- Recommend whether and how GGGI and its partners should proceed, including options to continue, narrow focus, generate further evidence, or defer action.
