About the role
The Country Safeguards Manager leads the implementation, coordination and continuous improvement of safeguarding systems across the Pacific Australia Skills Fiji program, based in Suva. The role provides strategic and technical leadership to embed safeguarding into program planning, procurement, partnership management, activity implementation and organisational operations. It is accountable for ensuring compliance with DFAT safeguarding requirements, DT Global safeguarding policies and the Pacific Australia Skills safeguarding strategy through risk management, due diligence, incident management, monitoring and capacity strengthening. The manager advises the Country Director and Country Leadership Team on safeguarding risks and emerging issues, coordinates survivor-centred and child-centred incident responses, and delivers safeguarding induction and capacity building for staff, partners and stakeholders. The role also engages government agencies, TVET institutions, employers and civil society organisations to strengthen safeguarding outcomes, and prepares safeguarding reports and risk analyses for the Country Director and Regional Safeguards Manager.
Key responsibilities
- Lead implementation of the Pacific Australia Skills Safeguarding Strategy and annual country safeguarding workplan, embedding safeguarding across program delivery in Fiji.
- Provide strategic and technical advice to the Country Director and Country Leadership Team on safeguarding risks, compliance obligations and emerging issues.
- Ensure safeguarding considerations are integrated into program planning, activity design, procurement, partnership development and operational decision-making.
- Lead safeguarding due diligence processes for implementing partners, contractors and service providers in line with DFAT and DT Global requirements.
- Conduct Safeguards Risk and Capacity Assessments and develop practical safeguarding plans to strengthen organisational capability and compliance.
- Review and provide technical quality assurance of Activity Safeguards Risk Assessments, ensuring risks are identified, mitigated, monitored and documented.
- Ensure safeguarding incidents are reported, managed and escalated within required timeframes, coordinating survivor-centred and child-centred responses.
- Coordinate and deliver safeguarding induction, briefings and capacity strengthening initiatives for staff, implementing partners and government stakeholders.
About the successful candidate
- A tertiary qualification in Social Work, Psychology, Law, Human Rights, International Development, Education, Gender Studies, Public Policy or another relevant discipline; postgraduate qualifications are desirable.
- Minimum five years of demonstrated experience in safeguarding, child protection, PSEAH, gender equality, disability inclusion, protection or a related social development field.
- Demonstrated experience implementing safeguarding systems, policies and procedures within DFAT-funded or other donor-funded international development programs.
- Proven experience conducting safeguarding due diligence, organisational safeguarding assessments, safeguarding risk assessments and developing risk mitigation and capacity strengthening plans.
- Demonstrated experience managing safeguarding incidents in accordance with survivor-centred, child-centred approaches.
