About the company

UNICEF works in over 190 countries and territories to protect children's rights and help them fulfil their potential from early childhood through adolescence. The UNICEF Pacific Multi-Country Office serves 14 Pacific Island countries and territories, supporting governments on child-focused data, policy and programming, including education and early childhood development.

About the role

This is a 13-month, home-based consultancy with travel, supporting UNICEF Pacific's education data agenda across several Pacific Island countries. The consultant works with UNICEF Pacific and selected Ministries of Education to strengthen engagement with MICS surveys and link MICS data with EMIS and other administrative education datasets for sector planning, policy dialogue and programme design. The assignment is organised around five workstreams: MICS-EMIS linkages for sector planning, foundational learning data and FLS adaptation, ECD and school-readiness data, climate and resilience data scoping, and broader education data and evidence support including input to UNICEF Pacific's next 5-year Multi-Country Programme Document (MCPD 2028-2032). Specific country support (including Fiji, Samoa, RMI, Solomon Islands, Kiribati and FSM) is to be prioritised jointly with UNICEF Pacific during the assignment, and an equity, gender and inclusion lens is applied across all workstreams.

Key responsibilities

  • Support UNICEF Pacific and selected Ministries of Education to engage with MICS processes and use MICS data alongside EMIS and other administrative datasets for sector review, planning and decision-making.
  • Support technical discussions or workshops with Ministries of Education, UNICEF colleagues and partners, and help identify priority policy questions.
  • Coordinate with the MICS team to analyse relevant indicators and prepare short reports, policy briefs, slide decks or advocacy products for Ministries of Education.
  • Support foundational learning data work, including MICS Foundational Learning Skills contextualization with World Bank and SPC's EQAP, and analysis and interpretation of MICS learning data where available.
  • Prepare a short regional note on the learning outcomes data landscape in the Pacific, identifying key data sources, gaps and opportunities for alignment.
  • Review MICS ECD indicators and identify practical entry points for using ECD and school-readiness data in policy dialogue, programme design and advocacy.
  • Scope how education data systems can better capture climate risk, resilience and education continuity, reviewing existing indicators and identifying gaps and future programming areas, particularly in Fiji, FSM, Kiribati and Solomon Islands.
  • Provide data analysis support for MCPD development, donor reporting and regional meetings as emerging priorities arise.
