About the company

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. It is an international development organisation owned and governed by 27 country and territory members, working across more than 25 sectors. SPC is known for its knowledge and innovation in areas such as fisheries science, public health, geoscience, and conservation of plant genetic resources for food and agriculture. Its Human Rights and Social Development Division works toward just, equitable and resilient Pacific societies by advancing human rights, equality and social inclusion grounded in cultural values.

About the role

This Adviser role provides technical advice, assistance and capacity building under the Human Rights and Social Development (HRSD) work programme. Because the position works across all objectives of the HRSD programme, the Adviser holds a matrix reporting relationship with other Team Leaders. The role supports governments and civil society organisations in Pacific Island Countries and Territories (PICTs) to implement human rights and gender equality and social inclusion (GESI) commitments, including through human rights mechanisms. It also supports PICTs on climate change and human rights priorities, with particular focus on progressing the International Court of Justice Advisory Opinion on Climate Change and Human Rights. The Adviser manages and reports on projects and programmes, represents SPC at national, regional and international forums as delegated by the Director, and oversees Country Focal Officers, including their work plans, leave approvals and performance appraisals.

Key responsibilities

  • Support governments and civil society organisations in PICTs to implement and deliver on human rights and GESI commitments, including through human rights mechanisms.
  • Support PICTs to implement and progress climate change and human rights priorities, with focus on the ICJ Advisory Opinion on Climate Change and Human Rights.
  • Support Pacific Island Countries in the establishment and strengthening of their National Human Rights Institutions (NHRIs).
  • Conduct research, legal and policy analysis on key and emerging regional human rights, gender and social inclusion issues in line with PICTs' priorities.
  • Identify capacity and skills development needs for PICTs and other stakeholders, and develop and deliver related capacity building through multiple modalities.
  • Support stakeholder engagement, networking and coordination at national, regional and institutional levels, including in working groups and technical committees.
  • Represent SPC at national, regional and international forums as delegated by the Director.
  • Manage and report on projects, programmes and activities, and oversee Country Focal Officers' work plans, budgets, leave approvals and performance appraisals.

About the successful candidate

  • Postgraduate qualification in development, human rights, law, gender, international relations or other relevant social science, or equivalent work experience or body of knowledge.
  • At least 7 years of development experience in human rights, gender equality and social inclusion, and/or youth development.
  • At least 5 years of that experience working in the Pacific.
  • Proven track record in quality programming, including developing, delivering and reporting against work plans.
  • Experience developing capacity building resources and delivering sessions to diverse government and non-government audiences.
  • Practical experience and understanding of the nexus between climate change, the environment and human rights.
  • Excellent English communication skills (oral and written); working knowledge of French is an advantage.
  • Ability to work in a multicultural, inclusive and equitable environment.
