About the company

The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. This assignment is delivered under the European Union-funded project 'It's Time to Act! Implementing the Climate Change Act', implemented by GGGI in partnership with the Department of Climate Change Division (DoCC), Ministry of Environment and Climate Change. GGGI provides coordination and technical support while DoCC retains overall responsibility for implementation of the Climate Change Act 2021.

About the role

This consultant will undertake a comprehensive legal and regulatory readiness assessment of Part 12 (Climate Displacement & Relocation) of the Climate Change Act 2021, including existing SOPs and implementation instruments. The work covers reviewing legal, policy and institutional frameworks for planned relocation, mapping institutional arrangements, and assessing current implementation strengths, lessons learned and gaps. The consultant will identify which components are suitable for translation into regulations, assess legal and operational gaps, and develop a regulatory roadmap along with high-level drafting instructions for Part 12. The role reports through close coordination with the GGGI Senior Legal Associate, who provides technical oversight, and requires regular liaison with the DoCC Adaptation Unit. Stakeholder consultation and validation exercises with government agencies, statutory bodies and development partners run across all tasks. The assignment is structured across seven deliverables, from an inception report through to a final consolidated report, delivered over a cumulative working period with payments tied to accepted milestones.

Key responsibilities

  • Develop a detailed workplan, methodology and implementation approach for the assignment, endorsed by the Director of Climate Change
  • Review Part 12 of the Climate Change Act and other relevant national, regional and international legal frameworks relating to planned relocation
  • Review existing Planned Relocation SOPs, Guidelines, manuals, templates, tools and operational procedures
  • Map institutional arrangements, governance structures, and roles and responsibilities of agencies involved in planned relocation
  • Assess the current implementation of Part 12, identifying key strengths, lessons learned, implementation gaps and challenges
  • Prepare an inventory and assessment matrix categorizing components as suitable for regulation, needing refinement, or better addressed through non-regulatory instruments
  • Identify gaps constraining regulation development and prepare a Regulatory Readiness and Roadmap document
  • Prepare high-level drafting instructions for Part 12 and a final consolidated report incorporating DoCC and GGGI feedback
