About the company
The Fijian Competition & Consumer Commission (FCCC) is an independent statutory body established under Section 7 of the FCCC Act 2010. It promotes effective competition and informed markets, encourages fair trading, protects consumers and businesses from restrictive practices, and controls prices of regulated industries and other markets where competition is lessened or limited.
About the role
The Payroll Officer is accountable for paying every FCCC employee accurately, on time and in full compliance with Fiji's Employment law and Finance Manual. The role owns the end-to-end fortnightly payroll for the FCCC's workforce across Fiji, from validating approved inputs through to the bank payment file, statutory remittances, general ledger posting and reconciliation. A pre-payment exception and variance report is prepared for review by the Senior Accountant before each pay run is finalised. The role also covers statutory compliance and reporting to FRCS, FNPF and FNU, employee master data and leave administration, and payroll controls and audit support. The Payroll Officer is the FCCC's first point of contact for payroll enquiries.
Key responsibilities
- Process the fortnightly payroll according to the approved payroll calendar and cut-off dates, covering salaries, overtime, allowances, deductions, back-pay and adjustments.
- Validate every payroll input against an approved source document before processing.
- Prepare a pre-payment exception and variance report for the Senior Accountant before each pay run is finalised.
- Prepare the bank payment file for authorisation and distribute payslips through the employee self-service portal.
- Process and lodge weekly attachee and intern allowances, and calculate final pays for exiting employees including leave payouts, notice pay and recoveries.
- Prepare and post payroll journals each pay period, and reconcile payroll clearing, PAYE, FNPF and other deduction control accounts monthly.
- Calculate, reconcile and remit PAYE and levies to FRCS, FNPF contributions to FNPF, and the training levy to FNU by statutory due dates.
- Maintain accurate employee master data, process appointments, promotions and separations, and reconcile leave balances with HR each pay period.
About the successful candidate
- A degree in Accounting, Finance or Business Administration (with an Accounting major) is required, with FICA membership, an equivalent professional body membership, or a recognised payroll certification an added advantage.
- At least 3 years' payroll experience, including end-to-end processing for a workforce of 100 or more employees on a computerised payroll system.
- Sound working knowledge of Fiji payroll and employment requirements, including PAYE under the Income Tax Act 2015, the FNPF Act 2011, the FNU training levy and the Employment Relations Act 2007.
- Experience preparing payroll journals and balance sheet reconciliations.
- Experience with MYOB PayGlobal or a comparable payroll or HRIS system with employee self-service.
- Experience in a statutory body, government agency or other public-sector environment.
- Experience supporting internal or external audits.
