Fiji National Provident Fund is a superannuation fund that manages members' retirement savings and invests across sectors including property and hotel development. The Fund runs an Investments Division that oversees high end residential, hotel, commercial retail and affordable housing development projects.

About the role

This role provides management assistance and coordination leadership across a wide variety of Investment Development Projects, including high end residential, hotel development, commercial retail and affordable housing programs. The Manager Investment Development reports to the Chief Investment Officer and is based in Suva. The role works closely with the Construction Manager, sharing responsibility for preconstruction, construction, commissioning and project closeout phases. It carries a strong emphasis on establishing and maintaining project controls and delivering projects on time and within budget. Duties span commercial functions such as project governance, budgeting, financial feasibility, design coordination, tendering, sales processes, and contract negotiation, as well as administrative and technical functions such as liaison with government bodies, consultant and contractor selection, site monitoring, and project reporting.

Key responsibilities

  • Finalise Project Charter and Governance structure for all development, with a separate Development Charter to suit the nature of each development.
  • Compile and finalise a Framework for each project aligned with the Development Charter.
  • Review Procurement and DLA policy to suit each respective project.
  • Finalise project budgets for Board/PCG approval and monitor project funding and cashflow.
  • Undertake project development financial feasibility and modelling, and market research to determine optimal products for new developments.
  • Coordinate concept and schematic design preparation, negotiate consultant fees and contract terms, and review concept designs.
  • Prepare tender documentation, evaluate tenders, and manage contract negotiations and construction programs.
  • Manage sales processes for land development, liaise with government bodies on zoning and approvals, and monitor construction activity through to practical completion and handover.

About the successful candidate

  • Bachelor's degree in commerce, finance, real estate management or a related field.
  • Postgraduate Diploma in Professional Accounting, Commerce, or Economics would be an advantage.
  • Minimum of 7 years of progressive development and project management experience on hotel, residential, commercial/retail and land development projects.
  • Excellent computer skills, with emphasis on Word, Excel and PowerPoint.
  • Solid understanding of environmental remediation procedures and permit application processes.
  • Familiarity with working with the Director Town and Country Planning, Director of Lands, iTaukei Land Trust Board, Town and City Councils, and Registrar of Titles.
  • Understanding of project feasibility and business case development.
  • Good organization, communication, administration, and interpersonal skills, with the ability to perform under pressure and adapt to changing priorities.
