The Fiji Roads Authority (FRA) is the statutory body responsible for managing Fiji's road network, including development assessment, road reserve matters, rezoning and transport infrastructure planning. It operates under policies, standards, specifications and legislative requirements, with its Head Office located in Suva.

About the role

The Manager Planning, Development & Research provides strategic leadership across planning, development assessment, research, policy development, asset planning and transport infrastructure planning for FRA. The role ensures all subdivision, development, road reserve, road naming, rezoning and related applications are assessed and approved in line with FRA policies, standards, specifications, legislative requirements and established turnaround times. It also leads the development and implementation of FRA's planning research and asset management strategies, supporting sustainable transport infrastructure investment, network optimisation, road asset preservation, resilience and evidence-based decision making.

Key responsibilities

  • Provide strategic leadership in planning, development assessment, research, policy development, asset planning and transport infrastructure planning across FRA.
  • Ensure subdivision, development, road reserve, road naming, rezoning and related applications are assessed and approved per FRA policies, standards, specifications, legislative requirements and turnaround times.
  • Lead development and implementation of FRA's planning research and asset management strategies.
  • Support sustainable transport infrastructure investment, network optimisation, road asset preservation, resilience, innovation and evidence-based decision making.

About the successful candidate

  • Degree in Civil Engineering, Transport Planning, Urban Planning, Infrastructure Planning, Asset Management or a closely related discipline, with ten (10) years relevant professional experience, from an institution recognised under the Washington Accord.
  • OR a postgraduate qualification (Master's degree) in a related discipline, with five (5) years relevant professional experience, considered an added advantage.
  • Experience in policy development and strategic planning.
  • Membership of a relevant professional body.
  • Proficiency in Microsoft Office and GIS-based systems.
  • Valid Group 2 Driver's Licence (Manual).
