About the role

The Manager, Safety Management System (MSMS) is responsible for the design, implementation, governance, and continuous improvement of Fiji Airways' Safety Management System (SMS), reporting to the Executive Manager Safety. The role oversees all four ICAO SMS components: Safety Policy & Objectives, Safety Risk Management, Safety Assurance, and Safety Promotion, ensuring safety risks are identified, assessed, controlled, monitored, and continuously improved in line with regulatory and Risk-Based IOSA (RBI) requirements. The position provides leadership for SMS governance, risk management, assurance, occurrence reporting, training, and safety promotion, while acting as custodian of the SMS Manual and related documentation. The manager develops and monitors safety performance indicators, analyses safety data and trends, and prepares reports and management briefings to support decision-making. This role supports SMS governance and management review forums and leads direct reports while working collaboratively with other Safety Section managers.

Key responsibilities

  • Maintain and continuously improve the Safety Management System (SMS), SMS Manual, and supporting documentation, ensuring compliance with ICAO, CAAF, IOSA, and regulatory requirements.
  • Lead the Safety Risk Management framework, including hazard identification, safety reporting, risk assessments, mitigation, Management of Change, and maintenance of the corporate safety risk register.
  • Oversee safety assurance activities, including audits, investigations, performance monitoring, corrective actions, and evaluation of risk control effectiveness.
  • Manage occurrence reporting and investigation processes, ensuring root causes, systemic issues, and corrective and preventive actions are identified and addressed.
  • Drive safety promotion through communication, training, awareness programmes, and initiatives that support a positive and reporting-focused safety culture.
  • Lead SMS readiness for Risk-Based IOSA (RBI), regulatory oversight activities, audits, assessments, and stakeholder engagement.
  • Develop and monitor safety performance indicators, analyse safety data and trends, and prepare reports and management briefings to support informed decision-making.
  • Support SMS governance and management review forums, ensuring continuous improvement and organisational safety maturity.

About the successful candidate

  • Bachelor's degree in Aviation Safety, Risk Management, Engineering, Quality, or a related field.
  • Postgraduate qualification in Business Administration, Management, Risk, or Quality (desirable).
  • Formal SMS, risk management, audit/assurance, or training qualifications (highly desirable).
  • Train-the-Trainer or instructional design qualification (desirable).
  • Extensive experience in Safety Risk Management and/or Safety Assurance within aviation or a similar high-risk industry.
  • Strong knowledge of ICAO Annex 19, ICAO Doc 9859, IOSA ORG requirements, and RBI concepts.
  • Proven experience in risk assessments, safety investigations, audits, assurance activities, corrective action management, and safety promotion or training delivery.
  • Strong stakeholder engagement, influencing, safety data analysis, and performance reporting skills.
